More than forty African heads of state and government, including President Thabo Mbeki, meet with the Chinese top leadership in Beijing (4-5 Nov.). China will offer $5 billion in loans and credits, and double aid to Africa by 2009, Hu Jintao, the Chinese president says. China is seeking to bolster its influence in the under-developed but resource-rich Africa.
