Archbishop Tutu snubs P. W. Botha

Following the Rubicon speech four days earlier, Archbishop Desmond Tutu snubs P. W. Botha's invitation on 19 August 1985 to attend a meeting to discuss the role and actions of the police and security forces in South Africa. In spite of Tutu's absence the meeting with a delegation of church leaders led by the Anglican Archbishop Philip Russell of Cape Town, agreed to hold a ministerial inquiry into specific allegations of police and security misconduct, which had been raised by Archbishop Russell.

Progressive Federal Party, spokesperson for Law and Order, Helen Suzman, after hearing what was agreed upon, instead called for a full judicial inquiry on the matter.
