Date: 14 January, 1999

A member of the South African Police Services (SAPS), Captain Benny Lategan, who was investigating the Peoples Against Gangsterism and Drugs (PAGAD) linked crimes was killed in a drive-by-shooting in Cape Town on his way home. This attack prompted police to conduct raids on homes of PAGAD members who later alleged to have been assaulted with fists, gun butts and other dangerous weapons. PAGAD was accused of terrorist acts by the government and members of the public.
