In a first-phase report, the Commonwealth Observer Mission to South Africa (COMSA), concluded that based on its homicide rate, this country was one of the most violent in the world. COMSA, a fifteen-member team, which consisted of police, military, legal and political experts, further concluded that South Africa's best hope of containing the violence was to move speedily toward democratic elections and a durable resolution of the country's political crisis.
