Stegmann records an open finding in the inquest into the murder of Witwatersrand University academic Dr David Webster on May 1, 1989, saying his decision is not final or binding but that "for the present, the truth has not been brought to light". (In 1998, Civil Co-operation Bureau operative Ferdi Barnard is convicted of Webster's murder.)
