The government of South Africa threatened Lesotho and Swaziland with economic sanctions if they continued to harbour African National Congress (ANC) insurgents. Their refusal to co-operate in this regard meant their citizens were going to suffer, as both of them were dependent on South Africa for economic and international trade security. Although in support of the banned liberation movement, they could not riske the harsh treatment threatened by the Pretoria regime and announced backing down of direct support of ANC insurgents operating from their countries.
