Justice Minister Kobie Coetsee denied that Prime Minister P. W. Botha and Nelson Mandela had discussed policy matters or engaged in negotiations on 5 July, but acknowledged that they had confirmed their support for peaceful development in South Africa. However, the document which Mandela gave to Botha prior to the meeting suggested otherwise, hence he refused to denounce violence and break the African National Congress (ANC) ties with the South African Communist Party (SACP).
