The participants at the multi-party forum negotiations agreed on both new structures of the police and defence forces. They agreed that the old South African Police would be substituted by the new South African Police Services, which would be established and regulated by parliament. The South African Defence Force (SADF) would also be phased out and replaced by the National Defence Force, which would comprise the old SADF, defence forces from Transkei, Bophuthatswana, Venda and Ciskei (TBVC states), and members of the military wings of the African National Congress (ANC), Pan African Congress (PAC) and Azanian People Organisation (AZAPO).
