The Transitional Executive Council has its first meeting in Cape Town and adopts a resolution of the Multi-party Negotiating Council requesting that the United Nations, the Commonwealth, the European Community, the Organisation of African Unity and individual governments provide a sufficient number of international observers to monitor the electoral process.
