In 1927 Hertzog created a Department of Foreign affairs and took the portfolio for himself. In order to show loyalty to the Netherlands, the first ambassador was appointed there in 1929, followed by ambassadorial appointments to the USA and Italy. By 1934 South Africa had links with most European countries.
