James D. Ngojo was born in the Cape and worked as a court interpreter in Paarl. He was arrested in connection with the "bucket strike" of 1918 but the case was later withdrawn. As an official of the Cape Congress he attended the 1927 Non-European Conference and served as a member of the African National Congress (ANC) deputation to the minister of Native affairs in 1939.
