On the day that the first serious talks between the Minister of Constitutional Development, Roelf Meyer, and Cyril Ramaphosa started, ANC's Deputy President Nelson Mandela issued warnings to the government to take strong measures against the perpetrators of the township violence, including elements within the South African Police Force (SAPF), or the ANC would be forced to reconsider its strategy. With reference to the suspension of the armed struggle in August of that year, he said that this was done to further the peace process but that the organisation had nevertheless not forfeited its right to self-defence.
