Emsley Manne Dipico, activist, politician and former Premier of the Northern Cape Provincial Legislature, is born in Kimberley. Emsley Manne Dipico was the first premier of the Northern Cape. He studied at the University of Fort Hare where he obtained a Bachelor of Arts degree. While at university he got involved in politics. In 1991, he was elected regional secretary of the African National Congress(ANC). In 1994, Dipico became Premier of the Northern Cape. His tenure ended in 2004. He is now the Provincial Chair of the ANC and Chair of Nuclear Energy Corporation of SA.
