South Africa's first Executive Deputy President Thabo Mbeki announced the establishment of an independent judicial inquiry to investigate allegations that government ministers and senior police officials were being kept under surveillance by the National Intelligence Agency (NIA). The National Intelligence Co-ordinating Committee (NICOC) was to undertake the investigation.
