Howard S. Ngcobo was born in 1923 in Natal, he studied law for one year at the University of Natal and by correspondence with the University of London. He worked for a time as a salesman. Active in the Natal African National Congress Youth League in the 1950s, he became a member of the national executive committee of the Pan Africanist Congress (PAC) in 1959. He was an effective organiser, but a speech impediment limited his effectiveness on the platform. Early in 1960 he toured the western Cape with Robert Sobukwe and P. K. Leballo, but soon after the beginning of the 1960 emergency he was killed in an automobile accident.
