Former South African president and leader of National Party (NP) F.W. De Klerk promulgated the date for the referendum on South African reform process, which was set in motion by him back on 2 February 1990. The referendum date was scheduled for 17 March. Voters were expected to respond with a Yes or a No to the process. The president viewed the referendum as a means to achieve the pledge he made to the Whites during 1989 general elections to seek their approval for consequential constitutional reforms.
