In an effort to solve the 'Uitlander' grievances regarding voting rights, President Paul Kruger of the Zuid-Afrikaansche Republiek (ZAR) (South African Republic) instituted a Second Volksraad, responsible for controlling local matters. All citizens over the age of sixteen, including foreigners who had been naturalised for two years, could vote for this Volksraad, whose resolutions were subject to the approval of the First Volksraad.
