A second report by the Commission of Inquiry, under chairmanship of Justice Van Wyk de Vries, appointed in 1968 to investigate the activities of South Africa's White universities and the University of South Africa (UNISA), was submitted to Parliament. The report, completed in 1972, recommended that the Minister of Education should be empowered to declare any inter-university or student organisation engaged in political activities, undesirable. The National Union of South African Students (NUSAS) was the main target of the commission.
