Sir George Cathcart was Governor and Commander-in-Chief at the Cape from 1852. A man of wide military experience who had fought at Waterloo, he succeeded Sir Harry Smith and successfully concluded the Eighth Frontier War. Under his leadership the Xhosa surrendered territory in the Amatholes and along the Keiskamma and Tyhume Rivers. These lands were resettled by the military, by white colonists, and by Mfengu groups who had been loyal to the British during the war.
