Advocate Steven Powell of the forensic and auditing firm Deloitte and Touche surprised many delegates attending a conference of the Institute of Municipal Finance Officers when he made the shocking revelation that fraud and corruption were escalating in South Africa. Powell announced that people resort to desperate measures to defraud the system, including trading sexual favours and offering employment in return for the awarding of business tenders.
