In his speech during the opening of the first Legislative session of the Transkei Legislative Assembly, President Charles Robberts Swart said that the Transkei now has an all-Westernised system of government. The President added that the Republic of South Africa would continue to assist the Transkei and would train its successors in office. His speech came a year after Transkei Constitution Act created a Legislative Assembly, based in Umtata. This was the first step to self-governance, with Kaiser Daliwonga Matanzima as the chief minister. On 25 October 1976, Transkei was granted independence with Matanzima continuing as chief minister, and Botha Sigcau as president.
